This two-lane pavement was designed to accommodate 80,000 lb. Wheel loads. A major intersection at US Route 45 included left turn lanes and 4 through lanes. The existing pavement on US Route 45 was raised four feet to enhance a railroad approach to the west. New traffic signals and a bridge replacement were included as a part of the improvement. S&A was responsible for all right-of-way acquisitions. Traffic generation analysis for the re-use of the former base was a major part of the traffic design process.
This project, administered by the Illinois Capital Development Board, included paving and drainage renovations at the main entrance to Parkland College. The plans called for storm sewers, gutters, downspouts, sidewalks, retaining walls, and landscaping. Restoration work included stone retaining walls, sidewalks and providing handicap accessibility to areas previously not accessible to the handicapped. S&A assisted the Parkland College staff in preparing the "Build Illinois" grant application. S&A also produced plans, specifications, and bidding documents. Construction observation also was performed.
S&A is working with Sidney to facilitate the sidewalk construction along Main Street utilizing a $250,000 Illinois First grant.
